I am writing to you today to express my extreme
disappointment in the proposed legislation SB 308/AB 567. I was under the
impression that this long-awaited legislation was going to address the cruelty
and abuse endured by 'man's best friend' in puppy mills throughout Wisconsin.
Instead, it is not much more than a consumer protection bill! This proposed
legislation is grossly inadequate and offers little chance of bringing about
the corrective change that is shamefully overdue in this industry.
The most glaring flaw is the lack of mandatory inspections.
Pre-licensing inspections along with regular routine inspections must be part
of this legislation. SB 308/AB 567 proposes to award a license to anyone that
simply signs an affidavit without providing any other proof of compliance. This
will result not only in legitimizing the worst offenders in this industry but
will also further mislead consumers into thinking that they are buying a pet
from a reputable operation. Isn't the whole idea of regulation to stop those
breeders that are non-compliant, not to validate their existence?
Weak, ineffective legislation will potentially cause more
harm than good. Please do not support SB308/AB567 or any other legislation that
does not provide adequate reform to this industry.
